Richard J. Bringewatt is co-founder and President of the NHPG. He was co-founder and President & CEO of the National Chronic Care Consortium (NCCC), a national organization of leading plans and providers widely known for its real-world orientation; high-quality learning opportunities; and person-centered, system-oriented products and solutions. Mr. Bringewatt works with other national health leaders to change health policy, financing methods and provider organizations. He has also served as:

  • an active participant in the Foundation for Health Care Leadership.
  • the principal expert advisor and panelist for the PBS Special, "Who Cares: Chronic Illness in America."
  • a member of NASI's expert panel that produced, Building a Better Chronic Care System, a member of Health Leader's Business Roundtable on Disease Management, and a leader/advisor for the Johns Hopkins University's Partnership for Solutions.
  • a member of JCAHO's Disease Specific Care and Health Care Network Professional and Technical Advisory Committees.
  • an author of numerous articles, including in Health Affairs, Health System Review, Contemporary Long Term Care, Healthcare Forum Journal, Healthplan, the Health Leader, and the World Markets Series: Business Briefing on Long-term Healthcare.
  • a consultant to multiple national and international groups, including the World Health Organization.

VALERIE WILBUR, Vice-President

Valerie S. Wilbur is co-founder and Vice-President of NHPG. She leads its government relations practice and co-chairs the SNP Alliance, a key NHPG initiative.

As a seasoned, health policy consultant and former Vice President for Policy of a Washington law firm, Ms. Wilbur has provided policy consultation and support to multiple national innovations, including to the National Chronic Care Consortium, dually eligible demonstrations, the Social HMO Consortium, national health care and insurance trade associations and health care plan and provider systems. Her experience as a former Congressional staff member, relationships with key Administrative and Congressional staff and knowledge of plan and provider operations have enabled her to help elevate the national importance of chronic care reform and achieve important changes in Medicare and Medicaid rules, regulations and payment methods.

Prior to co-founding NHPG, Ms. Wilbur was a Principal with The Wilbur Group, providing legislative and regulatory consultation to health care clients. Primary areas of focus included chronic care, Medicare managed care, specialty programs for the frail elderly and integration of Medicare and Medicaid services for the dually eligible. Prior to establishing her own consulting practice, she served as Vice President for Health Care Consultation at the law firm of Katten Muchin & Zavis, where she provided government affairs and health care consulting services for corporate clients, trade associations, providers, and ad hoc coalitions on health care, insurance and related issues. Ms. Wilbur also has held positions at state and national trade associations representing long-term care providers in areas such as strategic planning, government affairs and long-term care insurance.
