In Memoriam

Valerie Susan Wilbur, 59, passed away quietly in her home in Charles Town, WV, on the evening of December 5, 2014, surrounded by her closest family and friends and amidst gentle caroling. Her struggle with cancer was difficult but mercifully brief and, while it robbed her of energy, her spirit never succumbed. Valerie was born on June 21, 1955 in Middletown, NY. She received a B.A. in English from the University of Maryland and pursued graduate studies at SUNY Binghamton and the University of Wisconsin. She spent her early career as a staffer on Capitol Hill for Senator Robert Griffin (R-MI), Senator Jacob Javits (R-NY), and Senator Mark Hatfield (R-OR). She later served as Vice President for Policy for a Washington law firm providing health policy consultation and support to multiple national innovations, including the National Chronic Care Consortium, dually eligible demonstrations, the Social HMO Consortium, national health care and insurance trade associations, and health care plan and provider systems. At the time of her passing, Valerie was the Co-Founder and Vice President of the National Health Policy Group (NHPG), a Washington, DC-based consulting group with a special focus on improving policy and practice for health plans and providers that serve high-risk Medicare and Medicaid beneficiaries. She also co-chaired the SNP Alliance, a national leadership group for specialty care health plans and programs.  Her experience garnered on the Hill, relationships with key Administrative and Congressional staff, and knowledge of plan and provider operations enabled her to help elevate the national importance of chronic care reform and achieve important changes in Medicare and Medicaid rules, regulations and payment methods.

She is survived by her adoring husband, Rich Bringewatt, devoted parents, Patricia and Perry Wilbur, brother & family Mark, Barbara, Stephanie, Michael, Raissa and Daniel Wilbur, brother & family Wade Wilbur, Annette Verna, Suzy, Lucy, Jesse James, Popsicle & Marissa, step-daughter & family, Tara, Matt, Avery, Jackson and Bennett Lewis, and step-son and step-daughter Todd Bringewatt and Nikki Moses, and loving family and friends.

A viewing will be held for family and friends on Tuesday, December 9th at Eackels-Spencer & Norton Funeral Home (US 340 & Halltown Road, Charles Town, WV 25414) from 6pm-9pm. Services will be held on Thursday, December 11th at Zion Episcopal Church (301 East Congress St. Charles Town, WV. 25414) at 2:30pm. Memorial contributions can be made to the Valerie S.
